What does this mean for companies?
If your company relies on a representative to handle customs procedures – such as a logistics company, customs broker, or freight forwarder – it is necessary to officially delegate the authority to represent your company in customs. This is done via the Lithuanian Customs BAP portal.
Without this delegation, your representative will no longer be able to submit declarations starting June 10, even if they did so without issues before.
How to assign the delegation?
Delegation in the BAP portal can only be done by a company employee – ideally, by the head of the company. After logging in, you will first need to grant administrator rights to an employee or yourself (if you are the manager) so that you can assign the delegation to the desired representative (customs broker). Without administrator rights, this action will not be possible.
Steps to assign the delegation:
1. Log in to the BAP portal: https://bap.lrmuitine.lt
2. Create the delegation agreement, including:
- Company details;
- Representative (our company – ColliCare Logistics);
- Agreement number and validity period (it is recommended to set the validity period to as long as possible to avoid interruptions in the declaration process);
- The rights granted to the representative (it is recommended to check all the boxes related to exports to avoid restrictions on declarations).
3. Confirm the data and submit the agreement to the system.
4. Our company will confirm the delegation, and only then will it take effect.

Why is it important to act in advance?
Although the deadline is June 10, we encourage you to complete the delegations as soon as possible. These changes are being implemented to enhance the transparency of customs procedures, ensure accurate representation approval, and create conditions for more efficient system performance in emergency situations or for business continuity. Clients who fail to submit the delegation may experience disruptions in customs procedures, which will significantly impact both export and import processes.
